Each county in Florida has different procedures for the appointment of Process Servers. Some counties use Certified Process Servers which are appointed and licensed by the court administrator, other counties use Special Process Servers which are appointed by the Sheriff of that county, and 5 counties in Florida are MOTION AND ORDER appointed counties meaning a Motion and Order must be filed for each case.
